Our last goverments indirectly have stimulated the growth of big cities instead of small cities. Today, one consecuence of that is more poberty, a big unsecurity, less education, less justice and a lot of negative things. Although the public expenditure had increased, it is not enough to compensate the growth of the population with more needs, as a partial conclusión it can be told that the individual quality of public expenditure decrease.
